(2)Aircraft which must fly at speeds greater than those specified in the preceding two paragraphs due to reasons recognized as necessary for the safety of navigation: the appropriate speeds recognized as necessary for the aircraft to fly safely.

 

(Application for Permission to Fly at SPS Greater than the Limited Speed)
Article 179-(2). Any person who intends to obtain permission under the proviso of Article 82-(2)of the Law shall submit to the Minister of Transport an application describing the following items:
(1)Name and address;
(2)Type of aircraft, the nationality and registration mark of the aircraft;
(3)Speed, in the case of a flight at speeds greater than the designated speed prescribed under the preceding Article (hereinafter referred to as "limited speed");
(4)Date and place of flight at a speed greater than the limited speed;
(5)Reasons for the necessity of flight at a speed greater than the limited speed;
(6)Summary of flight plan (indicating clearly the purpose, date and route of the flight);
(7)Name and qualifications of pilot;
(8)Other referential matters.

 

(Right-of-Way)
Article 180. The priorities of right-of-way among aircraft in case their routes of flight cross or approach each other shall be in the following order:
(1)Glider;
(2)Aeroplane towing an object;
(3)Airship;
(4)Aeroplane, rotorcraft, and powered glider.

 

Article 181. Between aircraft in flight of the same order of priority for right-of-way, the aircraft watching the other aircraft on its right-hand side shall yield way

 

Article 182. Between aircraft in flight of the same order of priority for right-of-way approaching head-on or at a close angle to head-on, both aircraft shall altertheir courses mutually to the right.

 

Article 183. Aircraft in the final approach path for landing and aircraft manoeuvring for landing have the right-of-way over all other aircraft, whether the latter are in flight, operating on the ground or on the water.
